Typically the minidisks that use the END directive are those that represent full volume paging or spooling (which I believe is the default in z/VM 5.1), or a collection of volumes that can be used for DDR volume dumps (MAINT's 123, 124 and 125, etc).

The message can be safely ignored, it is just a warning.
