OK.  You made me go look at the CMS FTP client code and it has some 
suspicious code related to ancient APAR PN81396.  Please open a PMR.

As the code stands today, the LOCSITE VAR|FIX nn command is ignored any 
time the remote server indicates the file is RECFM F via the  Fixrecfm  in 

the 150 message (this is an IBM-ism).  The commentary, however, says that 
the  Fixrecfm  thing should only be honored when performing a binary 
transfer.  The code and the commentary do not match.

The LRECL of the remote file is also included in the 150 message and is 
used to set the LRECL of the file locally, regardless of what you say on 
LOCSITE FIX.
