Ed's way is the right way to determine if the PTF is officially received and applied. Unfortunately, if a component of the SERVICE exec fails to create a nucleus for one reason or another, it will not be on your system even though VMFINFO says it's there. Best to do both.
Note that VMFINFO does not show information about local mods you cook up on your own. At least it didn't in z/VM 3.1 (my last hands-on experience).
