VMFINFO does indeed tell you if you have used VMSES/E to apply the PTF. 

VMFINFO does not tell you if you actually moved that PTF into production 
-- whether it's as simple as a HELP file update, or something more complex 
like an update to the CPLOAD MODULE or CMS nucleus.  For that 
confirmation, more exploratory surgery is required.  Bill Stephens 
suggestion to check the appropriate load map is a good one. 

The more we rely on PUT2PROD and other new tools that make our jobs easier 
and more efficient, the less we know for sure what really happened under 
the covers.  We begin to put our confidence in the accuracy of those new 
tools, their developers, and the documentation being complete.  E.g. when 
upgrading from VM/ESA 2.4.0 we used the new tools -- but accidentally 
dropped an update to CEEDOPT, the LE option specifications.  Maybe the 
installation doc or program directory did point out the need to watch for 
that (somewhere, deep inside some esoteric pages) - but it was just SO 
easy to just blindly accept much of the installation process. Fortunately, 
that was easy to find and correct.  But it points out the dangers of 
relying too much on easy tools.

A lot of the "PTF confirmation" depends on what part the PTF updated. 
Determining with 100% confidence that a given PTF is fully installed and 
in production is one of the reasons we're paid the big bucks!  :-0~

Here are the instruction I wrote for myself because I could never
remember how to do it  :)


Logon to  MAINT  and run  VMFINFO
Choose the PPF file you want by keying an  S (for example  ZVM)
Choose the component you want by keying an  S  (for example  CP)
Change SETUP  to  YES  and enter your APAR or PTF number
