Arriving without translation?  From where?  RSCS LPD?  Or NJE?  CMS LPR or 
PPS?  Note that your table above assumes the file arrives in EBCDIC code 
page 37 or one if its close variants.  (German EBCDIC code page 273, for 
example, is not a variant of 37...those characters are at different code 
points.)
