I think I have finally solved my problem, but it will require some additional testing.
I am printing PostScript using the Courier font. The reference manual for PS ver 3 shows the default encoding of the Courier font doesn't include the special characters that I need. It looks like I need to use the ISOLatin1 or CE encoding. Because I have to define the ISOLatin1 encoding of the font in the printer during the printout this will require some modifications to my PostScript generator.
