NETSTAT uses VMCF and issues HNDEXT SET (without an interrupt code since it also handles #CP EXT). But that should not be interfering with IUCV messages since CMS steals those for the HNDIUCV service (which is used by WAKEUP). If NETSTAT is eating non-VMCF messages, that would be a bug.
