I have not looked closely at what's going on, but here's what I get, with test #2
tinkered with to print out what it's seeing instead of what it's supposed to.
$ perl env.t
1..3
ok 1
not ok 2 # $BAR=/baz
ok 3 # skipped
$ perl -v
