Ignore my previous post.  I had forgotten to *install* Env.pm so it was using the old 
one.  Now I get

$ perl env.t
1..3
ok 1
ok 2 # $BAR=bar/baz 
ok 3 # skipped

Sorry about that.  I had never used this module before and didn't realize there was an 
existing one that needed to be overriden.
