It certainly fits in either place. My reflex is to group the VMS-specific
stuff in perlvms.pod, but I'll admit that runs contrary to the Win32 porters'
tendencies, and there's something to be said for littering the main docs
with existing features you'd rather future developers not overwrite because
they didn't read the port-specific docs. Sigh.
