I agree with Charles Lane that we should make work-arounds for these kinds of
things in VMS.C (or elsewhere) to support all reasonable DECC versions (for
reasonable values of reasonable), but perhaps a SPR should be submitted to VMS
engineering in these kinds of cases.
Question is, what's the "official" behavior of chdir(), mkdir(), etc.?
