Please note that I am not a POSIX lawyer nor do I play one on TV, _but_
my suspicion is that this may not be specified. Adding trailing slashes
and still doing "the right thing(tm)" seems to me to be more of a Berkeley/
BSD/csh-ism and may not have been folded into a POSIX.
However failing to chdir() and returning a non success status simply
because of the presence of a trailing '/' does seem bizzare even if it
is in full compliance with a (vague?) POSIX spec.
