Then he's doing things the wrong way, as you've found, as it crocks the
current version's build. There are better ways to do it. (Keeping an old
Alpha or VAX in the cluster's the best one... :) But it sounds like you're
stuck with things the way they are.

Grab all the .TLB files from SYS$LIBRARY and stick 'em someplace. Then
define DECC$USER_INCLUDE to point to the directory you just dumped them in
and hope for the best. (I'd define it /JOB just to be safe)
This may not work, but you've got a good chance.
