I agree with Dan, dumping old files in sys$library is the wrong way
to do it, but his suggestion for the workaround should also work.  If
you have any trouble you can find more on how the include logicals
work in the DEC C manuals (probably the user's guide) which are now
available off the Compaq C home page:
