use POSIX qw( strftime);
($sec, $min, $hour, $mday, $mon, $year, $wday, $yday, $isdst) = localtime();
$vms_time = POSIX::strftime( "%m-%b-%Y %H:%M:%S.00",
    ($sec, $min, $hour, $mday, $mon, $year, $wday, $yday, $isdst));
print uc( $vms_time), "\n";

Note that the ".th" is specified by ".00" since it's not available.
