The attached largish patch has been kicked around and tested for several
months now, and the consensus on vmsperl is that it's ready to go in. It is
unfortunately incompatible with threads, but Thread King Dan Sugalski says
truly workable threads are too far off for this to be a concern at the
moment. Chuck's original patch is located here:

message has been reformulated against the current development release.
The following files are changed by the patch:

vms/vmspipe.com (a new file, thus the MANIFEST change)
With this and a couple of other minor patches (coming soon) we are about
where we have been for a couple weeks test-wise, still failing these 5 tests:

[.lib]ftmp-security.....FAILED on test 9
[.lib]st-forgive........FAILED on test 2
[.lib]st-retrieve.......FAILED on test 1
[.lib]st-store..........FAILED on test 1
We do, however, now include openpid.t in the test suite and pass it
successfully (and more importantly don't hang when running it in a subprocess).
