In brief, no, they would not be equivalent (s /\]\[/\./)

That is, the adjoining brackets do not just disappear,

$ dir [friedberg.tools][com.fms]
%DIRECT-E-OPENIN, error opening [FRIEDBERG.TOOLS][COM.FMS] as input
 -RMS-F-SYN, file specification syntax error 

$ dir [friedberg.tools.][com.fms]
 %DIRECT-E-OPENIN, error opening USER02:[COM.FMS]*.*;* as input
 -RMS-E-DNF, directory not found -SYSTEM-W-NOSUCHFILE, no such file

 $ dir [friedberg.tools.com.fms]

Directory USER02:[FRIEDBERG.TOOLS.COM.FMS]

FSC_GENERAL.DEVX;1       11/36
FSC_GENERAL.DIFF;1        3/36
FSC_GENERAL.PRDXX;1      11/36

Total of 3 files, 25/108 blocks.
