I think it was a hack to work around other issues with the VMS build. IIRC it predated the whole Configure.com environment probe scheme, so we were still working on a custom config.h, build.mms, and a few other things. Looks like a good candidate for the dustbin of history.
(And you're not fooling anyone--those bumps aren't etheric beam locators!)
