Unless you get written permission from HP to serve a copy of their documentation, you are in violation of their copyright.
I would recommend just posting a link to http://www.hp.com/go/openvms/doc/ and removing the link to the copy on your server.
The /h*****.www*.hp.com/.... style URLs are subject to change with out notice.
