Unless you get written permission from HP to serve a copy of their documentation, you are in violation of their copyright.
I realized that and I have put up a summary of my position on this issue on the make_docs page.
I have no idea what HP's position would be. For most of HP's customers, there is a risk that HP will decide to stop putting updates on their web pages.
The DECset documentation was just recently added to the web site after the HP merger with Compaq.
I would recommend just posting a link to http://www.hp.com/go/openvms/doc/ and removing the link to the copy on your server.I can never find the MMS documentation off that page nor with the search nor with google. What's the magic keyword?

At that page, part way down on what on Mozilla is the Left side, there is a link to "DECset for OpenVMS"
That product is likely to be rebranded in the future to HPset for OpenVMS, or something similar.
Following that link gets you to what today is:

And part way down is the "Guide to Digital Module Management System"
Putting that string in http://www.google.com seems to indicate that there are many third party sites serving the HP OpenVMS documentation.
In the past when I have followed the third party links, I have found that almost all of them are giving me 404 errors.
