I know I haven't distributed a binary since 5.8.4 and HP hasn't since 5.8.6. One of the reasons I haven't done another one in years (aside from being otherwise occupied) is that I keep thinking HP will. But they haven't. As of today, building from source is the only option I'm aware of to get a recent Perl on VMS. Give it a try and give a yell here if you run into trouble.
