All Windows platforms are not very verbose about what items have changed, and require updating. The best solution I have found for this, is using Rudi De Vos's VNC Accelerated video driver. What this does, is use a Mirror video driver, that reports back to the vnc server exactly what has changed.
I use this, and it is excellent, very stable under Win200, I also find that the require network bandwith is a lot lower (less bogus updates that are not actually required), and lower CPU usage, presumably because the server no longer has to "guess" what's changed.
