Look for Kerio Personal Firewall. The old version of Tiny was picked up here; apparently some of the original developers went with it. Kerio includes some additional features over Tiny.
Like Tiny, Kerio is free for home use. I have it currently installed on my home machine in WinXP - although I rarely connect to the 'net from XP (usually from Linux, where I feel safer).
