This is not a correct statement. You can run programs as services under
Windows 98/98SE and Me. You just can't start and stop them like you can in
NT (such as net start "service name" from a command prompt, or through the
services control panel).

Look for example at Apache and programs like McAfee or Norton antivirus.
They start up before you've even typed your login name and obviously don't
run as part of the registry "run" command (which is executed after the user
has logged in).

Our PlanetRemote product (based on RealVNC) includes a services tab that
permits it to run as a service in Windows 98/98SE/Me, and even ensures that
the system tray icon shows up as soon as the system tray is visible without
the need for a "service helper" application.
