That was it.  'Twas the Java setup.  Though executing JView showed that
latest version was in place, it appears to have taken a sabbatical.
Proof of the pudding was in attempting to run the recommended speed test
which gave the same hokey screen output.  I munged around the site some
and somehow stumbled upon a post about similar problems using XP w/SP1.
He posted a link to the msjavx86.exe on the MS site which I downloaded
and executed.  Problem fixed.  Web access to the VNC host (along with
other Java functions) now works as it should.  Thank you.

Sounds like an issue with your Java setup.  I don't have any problems
using WinXPSP1 and IE6.0SP1.  Have you tried re-downloading the JVM from
Microsoft, or trying the Sun JRE?  Do other Java based applets work
(http://javaboutique.internet.com/ has some to test, or the Speed Tests
from http://www.dslreports.com )?
