I see a two fold problem: a) Regulars filter the FAQ, so if there are any errors, or better ways of doing things, they don't get passed along to the FAQ maintainer. b) The same people who don't read the FAQ or the archives now still won't read it. Human nature, a small part of the population (which in all honesty is what we are talking about here) will just join the list and ask their question without reading any documentation. I doubt they will be on the list for the month required to see the FAQ, so that mail volume doesn't go down. As I mention above, it is a vocal minority that have a problem finding the FAQ and archives.
