As a "consolation" prize, an X11-based vncserver (I got one via Fink) *does* allow what you
want. Though, you don't get aqua, only X11. So he can sort-of have, like, use his Mac like
a Linux box while one lucky user gets to use Aqua (and also, simultaneously, X11, if desired).
Oh, and I have found multiple X11 vncservers to run successfully concurrently with OSXvnc.
So, in a way, OS X is the very best VNC platform in existence! (The X11 vncviewer rocks on
OS X, too!)
Unless one counts Linux, with KDE desktop sharing, which I haven't gotten to work successfully
on Red Hat 9, except via use of Konquerer as VNC viewer. Maybe x0rfbserver all by itself
would work well on Linux, but I can't find it anywhere any more!!!! (Sorry for the
digression.)

Unfortunately, although Panther (Mac OS X 10.3) does offer a new "User Switching" Feature, ala Windows XP. All indications from the pre-releases are that there is still only a SINGLE Window Server. In effect this means that although multiple users can be logged in, only one GUI is available - so an X11 like configuration (where multiple users each have simultaneously running GUI's) is still not possible for OS X.
