just have windows set to auto-dailup when it needs a connection.
then use some tool to get it going. (or open a website on startup)

this one gives you a DNS name also: NO-IP DUC http://www-no-ip.com
able to run as service, and can be set to autodail...

Mainly so that I can help to administrate a machine, is it possible to
run a "dialup" (as in it's really ADSL) connection as a service in
Windows XP?

I can, of course, run my VNC server of choice on it... but this does not
make it connect.

(There are no issues surrounding accessing the machine that I can't
solve myself, save the connection issue.)
