Ed,

Fast User Switching is *not* compatible with VNC.  VNC can *only* remote
session zero, which is the session connected to the console by default.
When a second user logs on, they will get session 1, which will become
connected to the console.  At this point, session zero is "disconnected" and
cannot be remoted by VNC.

On one of your machines, you happen to be getting lucky.  On the other, you
aren't! :)
