Ed, Fast User Switching is *not* compatible with VNC. VNC can *only* remote session zero, which is the session connected to the console by default. When a second user logs on, they will get session 1, which will become connected to the console. At this point, session zero is "disconnected" and cannot be remoted by VNC.
