What is a "Stateful Firewall"

It seems that my work server ( I called the IT Guys ) blocks all ports and is basicly 
shut down to almost all traffic, high security, firewall, port blocking and all - so 
it looks like I wont be able to connect to my PC at home due to this.........
 
Does the viewer decide the port to have a outgoing connection or the server ??
 
If so is there a port I can have the home PC server on instead of 5900 & 5800 ??
 
Port 80 - the internet port I think .....  ????? or any other ??
