I believe the airpanel device you are describing is handheld device
that runs Windows CE.net.

There is not a release from Realvnc that runs on this as far as I
know.   BUt searching around for VNC on CE.net should give you some
ideas.  I'm sure someone has a viewer avaiable for this os

Or if you can get a java runtime installed on it you can just use the
java version of the viewer by connecting to http://192.168.X.Y:5800 on
the airpanel.
