I don't get any error messages.  The viewer screen just disappears after
you input the IP address - and takes you back to whatever else you were
working on before attempting the connection.  It never says "unavailable,
can't connect, incorrect password, or anything at all.

Yes, I've verified, to the best of my ability, there is no firewalling.
I've turned off the internal XP firewall.  Another PC in the same physical
building, and on the same IP address scheme, cannot connect to this PC
either.  There is nothing in between them except a 10m hub. I know my
connectivity is good, because other programs (email, IE, etc.) work.  I'm
even able to download a Java applet for another application and get the
"server" to respond.  We just can't get it to respond with VNC.
