Are you absolutely, positively sure that no one is using Remote Desktop 
(RDP) or Fast User Switching (FUS)?
Also, are you sure the server is running as "Local System Account" 
(Properties->Log On for the service)?
I am assuming when this happens that there is no one there do do remote 
diagnostics, but I would be very curious to know what the output is of 
the "qwinsta" command at a DOS prompt. It would show the state of the 
console session.
