Hal,

I'm afraid you're mistaken.  Using "Localhost=true" or "-Localhost=true" or
similar will cause the VNC Config dialog to appear with that option enabled,
but won't actually cause the server to be reconfigured with that option set
unless you press Ok or Apply.
