Dear Friends: Curiously, my main workstation began refusing connections from vnc viewers both behind the firewall and outside the firewall. No matter what I did, I could not connect. I checked the ports, changed the ports, re-checked my routers port forwarding, read every thread related to 'connection refused' on the mailing list server but to no avail.
It turned out to be my Norton Protection Center which I had to reinstall a week ago. It turned out it was blocking VNC! I opened the protection center, navigated to the Norton Internet Worm Protection ->Configure Exclusions (Program Control) and RealVNC was blocked. I changed it to permit and now all works! I If this tip was already listed, I apologize for the reiteration, if not I hope it will help the next victim of the nefarious 'connection refused 10061!'
