I wrote a while back:

I installed realvnc vnc-4.1.1 on several windows 95 machines, after first installing winsock2 and restarting w95. All looked OK, but nmap showed no vnc port open and attempts to connect met with "not accepting connections". I tried running vnc in a dos window of w95, but behavior was the same. I contacted 2 users who complained of the same thing on this list, and they had never found a solution.

I got vnc-3.3.7 off the realvnc download site, and find it works fine on win95, though setup is fussier with restart required, and post-restart configuration.
