Jason,

You should definitely not run any version of VNC Personal Edition prior to
P4.2.3 on your server system, since earlier releases had a remote-access
security issue.

If VNC Server has Encryption set to "Prefer On/Off", and is using VNC
Authentication, then VNC-compatible viewers will be able to connect without
issues.  You may wish to report the bug you're seeing with Apple Remote
Desktop to Apple so that they can resolve it in a future release.
