I have a similar problem. Unfortunately, I also have a customer with MANY ties to Korea so I cannot block them indiscriminately. I have found that you can filter for the Korean character ---->  �  <------ and it gets rid of 95% of the spam from Korea. I use this in Outlook Express's mail filter for me personally.
 
Also, it may be helpful for VOPMail to include other parts of the header to filter upon. In this case you could filter for:
Content-Type: text/html; charset="euc-kr"
and this would effectively remove alot of Korean spam. There is a nother font set to be aware of as well.
Content-Type: text/html; charset="ks_c_5601-1987"
