There are two factors that limit the ROI. 1) The percentage of inner shell electrons removed. 2) The percentage of fast D's that result in fusion. Both of these are affected by loss of energy of the fast particle to valence electrons. In the first case that's the loss of kinetic energy by the fusion products. In the second case the loss of kinetic energy by the Deuterons. There is a third problem. Fast deuterons would be expected to show the same reaction products as one gets from hot fusion, and there is not much evidence that this happens.
