Then what is the significance of the Auger process? I.e. why do the deuterons
need 20 keV?

If they are in close proximity near the Pd nucleus, then they can tunnel (with a
small chance), they don't need 20 keV.

However the question then becomes: How do two deuterons get to be in close
proximity to the Pd nucleus concurrently?
