In terms of "probabilities" I also take into account some of Rossi's public 
statements :

In fairly rapid succession :

a )The "Penon" report was issued :

  (But they miscalculated the output -- they assumed that the raidation in the 
INNER cavity escaped. But it doesn't -- except for the small holes at the ends 
it's a perfect black body in thermal equilibrium)

b) A correction to exclude the heat from the inner cavity.

c) The report from Hydrofusion that a Swedish engineer walked out of the test 
because Rossi was using a standard meter, and the Triacs require a True RMS 
meter. 

  (Of course, if that engineer had stuck around for the full test, when the 
Triacs were on 100%, the Average vs True RMS error would be ZERO. In  any case, 
he could have bought or rented a true RMS meter and run the two in parallel. Or 
corrected for the error in his report. Ah well. )

d) A statement by Rossi that he re-ran the test with a TRUE RMS meter, and with 
a VARIAC supplying the heaters. 
   (This is a Rossi statement, but I give it fairly high credibility).  
   Remember that these tests were done without the 35/65 pulsed heating. 

e) The Levi report and its correction.

   Not perfect, but MUCH more than nothing. 

f) The Ericsson response. 
  
   THEIR "COMSOL" plot proves that there WAS more total energy than Levi 
measured on the input wires, AND that it must have come from the center of the 
hotcat, not from the heaters which are near the outside (unless Rossi, who is 
NOT an electrical engineer, KNEW that he must apply not just DC fake power, but 
TRIANGULAR fake power). There is NO plausible path for "fake" power to get 
directly to the center and then make its way back to the outside.
