It's possible the military establishment has already been over John's work 
extensively. According to John's own accounts he had been visited by officials 
in the past. It's my personal opinion that the "establishment", whoever one 
wants to call them, has no interest in funding John's work - with John 
appointed as the principal investigator. I think they wanted John completely 
out of the loop. The farther removed, ignored, and/or discredited the better. I 
suspect government research facilities preferred to initially gather as much 
information from John's haphazard experiments as they could. This wasn't an 
easy task since John never documented his highly unusual experiments, and as 
such, could never repeat them on demand with any degree of confidence. I 
suspect the "government" would then try to assemble their own secret laboratory 
where they would attempt to document the results in a more objective scientific 
manner, and with nobody (on the outside) the wiser.

It's possible that at present Mr. Fermage, assuming he had an interest, may no 
longer be in a position to financially fund projects of this nature.
