Reviewing the Lipinskis' theory I can see why it may not be widely
accepted.
The math is pretty complicated. It suggests action at a distance
associated with coupling in a discontinuous quantum like space fabric.
Coulomb charge is associated with this coupling. It reminds me of quantum
gravity theory that suggested a slowing of high energy photons as they
travel through space. This idea was not confirmed by observation of the
arrival of gammas from cosmic gamma ray bursts TMK.
The experimental data, however, remains on the table and the result of the
Li-H reaction seems to be the same as suggested by Rossi and N. Cook--Be-8
with decay without radiation to 2 alphas.

I do not see ambiguity, however, it is complicated. The proton acceleration
looks straightforward to me – proton needs to have 223 eV excess energy, but
not very much more or less. Since they accelerate protons to higher energy –
then apparently they have found the balance where the most protons are
decelerated to the correct level.
That is why I was calling this 223 eV a “sweet spot” but perhaps I am
missing something… since the lack of interest from major players is
alarming. The major problem with the whole thing is that this work goes back
a long way – 10 years – and yet they have not interested anyone with funds
to invest. Very suspicious.
