On vortex, many different variations exist on the theme of f/H or "dense
hydrogen clusters" (even as being identical to dark matter). 

These are different from Mills' theory to varying degrees, despite
similarities. Miley, Hora, Lawandy and Meulenberg have delved in with
insight and Robin has another version, closer to Mills. 

Here is something that has not been mentioned before - AFAIK. "The
Fractional Hydrogen Atom: A Paradigm for Astrophysical Phenomena" Author- I.
Arbab  Department of Physics, Faculty of Science, University of Khartoum,
Khartoum, Sudan.

ABSTRACT
We have found that fractional principal quantum numbers are permitted in
hydrogen atom which yield the conditions for neutron and white dwarf stars
evolution.

I would like to think that this has applicability to LENR but Randell Mills
is not mentioned. Perhaps they do not know how to google in Sudan, or have
limited access to the internet. The omission is unforgiveable in the context
of a science paper. yet there is hope that it can be improved.

Until then, this is a very confused paper. According to the author, "these
fractions are powers of the fine structure constant" (powers mind you)
"These fractional quantum numbers were first shown to exist in quantum Hall
effect." 

We can appreciate the fact that cosmology and giant stars may provide some
evidence for the fractional state, in addition to dark matter (which is a
better fit). Sadly, it is not clear that the author understands the FQHE or
fractional hydrogen in any meaningful way. Hopefully, it is a mistranslation
and will be improved in the future with proper citations, if nothing else.
