Some people such as Storms, Mizuno and Cravens are now working on their own, but they were originally employed by government, and that is where and when they made most of their contributions to the field. (Storms was at LANL; Mizuno at Hokkaido National University; and Cravens was a professor at a state university, as I recall.) - Jed
