If you look at slide 36, he seems to be supplying H2/H2O into the hot chamber not far from the electrodes. When the system is pretty cold, perhaps H2 is added as the atmosphere so that it is everywhere in the chamber when he starts discharging through the Ag droplets. After it gets to several hundred C, perhaps then the H2O is introduced and would instantly become high temperature steam which would also be present as an atmosphere around the droplets when they are fired.
Since he is injecting molten Ag droplets from a molten Ag reservoir with an EM pump, colloidal Ag is not possible - except, as you say, for keeping up his health.
