Say, suppose the dots were wire cross sections and charged to 30 KV or so. Further suppose the two, or even multiple, wires formed a long circle in a complete vacuum, similar to a tokamak. At the right pressure it would be like a Farnsworth fusor version of tokamak, except no AC needed, just a good angle of beam injection. The fusion heat would take care of the rest. The "wires" could be hollow and water cooled.

BTW, here is a single dot version that seems to demonstrate a particle strike on the plate removes some energy, so there must indeed be energy added by the attraction of the "dot":
