Say, suppose the dots were wire cross sections and charged to 30 KV or so. Further suppose the two, or even multiple, wires formed a long circle in a complete vacuum, similar to a tokamak. At the right pressure it would be like a Farnsworth fusor version of tokamak, except no AC needed, just a good angle of beam injection. The fusion heat would take care of the rest. The "wires" could be hollow and water cooled.

Ooops, to get enough density it would have to be a plasma, so AC would be required, so it's basically just another Farnsworth Fusor variant.
