Of course.  But not a "ground loop," but instead it would have to be a
nearby radio transmitter.  If Ron's coils happen to be in resonance with a
fairly strong radio signal, then they can light some LEDs or even run
small motors.  That's why I suggested that he move the whole device
somewhere far away and see if it stops working.

Small resonant coil-antennas behave as if they were extremely large, like
long-wire antennas.  But any unknown transmitter that's supplying the
power would have to be fairly close and not miles away.
