Maybe a gas-station sign? The dimmer versions are probably when it is turned off and reflecting the lights in the parking lot. Or maybe it is part of the roof of a circular building. Of course, if all the witnesses mentioned are real and truthful and those wacky Turks aren't having fun with us, then it's probably not a sign or a building. But it probably is.
